A coupler is a length of tubing that is short in size and has a socket at either one of both ends of the coupling. These sockets enable two tubes /pipes to be welded together. A reducing coupler is very similar, but the only difference is the end of the couplings are of different sizings allowing two separate sizes of tube/pipe to be connected together.
