Building Regulations Part L1A : New Dwellings’ requires provision for energy efficient lighting by following a number of guidelines, which includes:
Provide light fittings (including lamp, control gear, an appropriate housing, reflector, shade or diffuser for controlling the output light) that only take lamps having a luminous efficiency greater than 40 lumens per circuit watt.
Installed fixed energy efficient lighting in the most frequently used locations in the house to a number not less than :
a. One per 25m2 of dwelling floor area (excluding garages) or part thereof; or
b. One per four fixed light fittings
